Microsoft customer service found it and I can't afford $379.00 to have them fix it. They told me my IP address had been hacked. I have no idea what to do. Please help, thanks

Microsoft Ip Address Compromised
May 30, 2016 You can’t hack an IP address. It’s just a number. You can hack a device that is assigned an IP address, or you can hack a system that assigns IP addresses, or a device that routes traffic to an IP address. There should not be two identical public. Similarly, if you hear of a major hack, take a close look at your account activity with that company, and others. If you use the same username and passwords, you could find that hackers have already gotten into other accounts. You may have to do account recovery or repair in several areas. Get your account back to normal status.
The key is 'did they call you' or 'did you call them'.
If they called you first, it is probably a scam. If they want to connect to your computer to your computer to fix the problem, hang up the telephone.

Has My Ip Address Been Hacked
I got an error message on my personal laptop and was directed to call a number which I did. I am told it is a microsoft windows issue. Gave control of my laptop to the tech person who passed me along to the Sr tech person who told me that a foreign address established and IP account on my IP account. I was told I Level 5 network security expert, no technicians, no computer guys, no IT people, I needed this level 5 next security expert. He said he would look in the area and find me one and then he is transferring me to what I am being told is Premium PC Solutions and before he transferred me I was asked if I had a checking account. Then Andrew from Premium PC Solutions said he would work on my computer and for 6 months support and secure IP address it would cost me $399.99 and for 12 months support and security it was $549.99 and he requested I enter my bank name and account number. I then got nervous about not checking the company out and asked for a call back number and so I could check this place out.

Anyways, I did get an error, they said we have koobface and other viruses, but is this something that I need a level 5 network security expert and I was trying to find more options; can I ask the internet provide to simply change our IP address? Are there other places that can diagnose and correct this problem?
